You can thank [livejournal.com profile] fightyourfoes for this -- she took the time to explain Mass Effect a bit, so I figure I should take the time to explain Doc's Changeling powers a bit.


This version of Doc comes from an AU version of Hill Valley that exists in the World of Darkness. Specifically, it's tied to Changeling: The Lost. Basically, in this world, beings called The True Fae come to Earth from a realm called Arcadia and spirit away people they find interesting, tormenting and manipulating them for their own amusement. Most humans end up dying in Arcadia and never seeing home again, but some manage to escape their Fae captors and make it through the Hedge that divides the two worlds, returning home as Changelings -- former humans now permanently warped by Fae magic. Doc was one of these unlucky ones, taken by a Fae masquerading as a student when he taught at Hill Valley's local community college in the 60s. This Doc never got a chance to build his time machine, sadly. He's just attempting his escape through the Hedge when he plunges through the Rift.


Doc himself is an Elemental Manikin, with his partially-metal skeleton and steam-and-clockwork-powered innards. He was used as a test subject by his Keeper Andrew, who was attempting to create a human that needed neither sleep nor food. (He didn't succeed; Doc still requires both.) He also built countless mechanical toys for Andrew, gaining immense skill with metal and machines. In a normal Changeling setting, he'd have power over machines and the ability to control metal. Going through the Rift, however, yanked away most of his Fae powers, leaving him with only the basics of his supernatural talent with machines -- the Contracts of Artifice.


Doc can use the first three levels of the Contracts of Artifice -- Brief Glamour of Repair, Touch of the Workman's Wrath, and Blessing of Perfection. They've been severely weakened by his trip through the Rift, though, and he has to really concentrate to use them. It helps if he's feeling strong emotion at the time, to simulate the Glamour he would have used in his home universe. In-game, unless I HAVE to let it work/fail for any reason or it's very incidental, I do actually roll the dice pool he would use in an actual Changeling game. I like to think this makes it more random. :D I've taken away the dramatic failure options, though -- if it doesn't work, it just doesn't work.
Brief Glamour of Repair -- this basically lets Doc repair any device that still is more than half-intact, using random objects (like bits of string and sticks). The repairs only last for a day.
Touch of the Workman's Wrath -- this lets Doc damage items just by touching them. A casual touch is enough to cause a device to need minor repairs or adjustments.
Blessing of Perfection -- this allows Doc to "bless" an object he's tinkering with, making it easier to use and more efficient. This effect only lasts for a few hours.


In exchange for his Fae magic, the Rift gave Doc the power to control weather. Unfortunately, this power is a bit strong. Doc can consciously call up breezes and direct rain, sure. But the weather has a nasty way of responding directly to his emotions. Here's a basic list of emotions = corresponding weather:
Sadness = Rainstorms (severity depending on intensity of emotions -- the sadder he feels, the heavier the rain)
Fear = High winds (mostly directed at shoving whatever is scaring him away)
Anger = Storms (can range from small, mild thunderstorms if he's just a little mad, to tornados and hurricanes if he's pissed off beyond belief/actively attacking someone)
Determination = Small winds (mostly dedicated to blowing his coat out in a typical badass manner :D)
Nervousness = Changeable weather (mix of winds and possible rain)
Annoyed = Temperature change (either slight drop or rise)
Happy = Perfect day (basically, temperature and weather stabilize at sunny, 70 or so degrees around him)
He can't affect weather all over the city -- just in about five-mile radius at max. Emotion-fueled weather tends to center right over his head.
