fightyourfoes for this -- she took the time to explain Mass Effect a bit, so I figure I should take the time to explain Doc's Changeling powers a bit.
( A Little Backstory )
Doc himself is an Elemental Manikin, with his partially-metal skeleton and steam-and-clockwork-powered innards. He was used as a test subject by his Keeper Andrew, who was attempting to create a human that needed neither sleep nor food. (He didn't succeed; Doc still requires both.) He also built countless mechanical toys for Andrew, gaining immense skill with metal and machines. In a normal Changeling setting, he'd have power over machines and the ability to control metal. Going through the Rift, however, yanked away most of his Fae powers, leaving him with only the basics of his supernatural talent with machines -- the Contracts of Artifice.

In exchange for his Fae magic, the Rift gave Doc the power to control weather. Unfortunately, this power is a bit strong. Doc can consciously call up breezes and direct rain, sure. But the weather has a nasty way of responding directly to his emotions. Here's a basic list of emotions = corresponding weather:
Sadness = Rainstorms (severity depending on intensity of emotions -- the sadder he feels, the heavier the rain)
Fear = High winds (mostly directed at shoving whatever is scaring him away)
Anger = Storms (can range from small, mild thunderstorms if he's just a little mad, to tornados and hurricanes if he's pissed off beyond belief/actively attacking someone)
Determination = Small winds (mostly dedicated to blowing his coat out in a typical badass manner :D)
Nervousness = Changeable weather (mix of winds and possible rain)
Annoyed = Temperature change (either slight drop or rise)
Happy = Perfect day (basically, temperature and weather stabilize at sunny, 70 or so degrees around him)
He can't affect weather all over the city -- just in about five-mile radius at max. Emotion-fueled weather tends to center right over his head.
